Bexley’s Corporate Planning Framework for 2008-09

Corporate Planning
The Council’s Corporate Plan for 2008/11, which which
can be viewed here, sits at the head of the
improvement planning process. It sets out the Council’s
medium term objectives over the next three years, reflecting the longer-term
priorities as set out in the Sustainable Community Strategy.
The Annual Plan for 2008/09 is the Council’s one-year
action plan and short-term vision and can be viewed
here. It
is based on the Cabinet Portfolio themes and reflects the medium term priorities
as set out in the Corporate Plan. These annual priorities provide the direction
for the Council for 2008/09.
The Annual Performance Report for 2007/08 will be published
in the Summer and replaces the Performance Plan which the Council no longer
has a statutory responsibility to produce. The Annual Performance Report will
set out details of our key achievements from 2007/08 and final outturn performance
figures for all national and local indicators.
Service Level Planning
The Corportate Plan and Annual Plan are the Council’s corporate
planning documents which dictate service level planning. Simultaneously, Directorate
Service Plans and departmental work plans for the year are produced for each
of the Council’s
five Directorates and can be viewed below:
These Directorate Service Plans bring together budget, resources and performance
information for each Directorate. They set out the aims and objectives of the
individual Directorates, including their detailed priorities and performance
targets for the next three years. The directorate level plans demonstrate a clear
link between the aims and objectives of the Directorate and the Council’s
overall aims and objectives as set out in the Corporate Plan 2008/11 and the
Annual Plan 2008/09.
Extending on from the Directorate Service Plans, departmental work plans are
produced. These set out the aims and objectives of individual departments,
including their own individual priorities and performance targets for the year.
These departmental service plans demonstrate a clear link between the aims
and objectives of the department and the aims and objectives set out in the
Directorate Service Plan. Performance targets of the individual departments
are a sub-set of the performance targets published in the Directorate Service
Plan.
The final stage of the Corporate Planning Framework is the staff appraisal
process. Directorate Service Plans and departmental work plans for 2008/09
are used to set personal objectives and development plans for all staff for
the year.
The ‘golden thread’ in Bexley’s Corporate Planning process
ensures that aims and objectives of all staff link into departmental work plans,
Directorate Service Plans and finally to the Council’s overall aims and
objectives published in the Corporate Plan and the Annual Plan.
Monitoring and Reporting Arrangements
At the highest level, progress against priorities and performance targets
for 2008/09 are monitored through the Quarterly Monitoring process. A Quarterly
Monitoring Statement is prepared four weeks after the end of each quarter for
each Cabinet portfolio theme. Addressed to the relevant Cabinet Member, these
statements report progress against priorities and performance targets published
in the Annual Plan and Directorate Service Plans for the year,
and highlight any current issues or areas where improvements are required. The
