Library Help
To view the libraries of Council agenda, reports and decisions you should have Internet Explorer version 5 or greater. Earlier versions and other browsers may be used, but are likely to give unpredictable results.
The basics
Opening the Library
You can access the library in a number of ways as described on the
decisions home page - Whatever option you
choose, the library will open in a new window and look similar to
the picture below. You can maximise the display area by clicking
the 'maximise' icon in the top right corner of the window. (To return
to the Council web-site just click in the top right corner to close
the library window)
Navigating shelves and folders
The library is organised into shelves (shown
as )
on which there are folders (shown as ).
Shelves are shown on the left-hand side of the library screen and
list the names of the main bodies that make up the Council. Folders
are shown on the right-hand side and list individual Cabinet Member's
Portfolios and Committees.
To open a folder, click on its title. The left side of the screen
will now display the titles of all the documents within it.
Viewing documents
To view a document once you have opened a folder,
click on its title and it will open in the right-hand pane. As you
browse through the document, the left-hand pane will also show the
various paragraph headings within the document. Click on these to
quickly move to that paragraph.
Using the Toolbar
At the top of the screen there is a toolbar which
can be used to access common functions. The table below explains
what each option will do. Please note that in certain circumstances
you may be prohibited from using some of these tools.

navigate your documents by singel-clicking entries in the
headings frame. Click this button once to return to top-level

move the splitter bar: Central position
/ far left / far right. You can also move the splitter by
dragging it with the mouse. |

Library Hyperlinks
As you browse through documents you are likely to
come across 'hyperlinks' which can provide additional information
when clicked either by displaying a 'pop-up' style window or taking
you to an entirely new location. The following table will help explain
how to use the various links...

Points to note
The library only holds papers issued since May 2001.

Decisions taken by the Cabinet or by Cabinet Members
may be "called in" by Scrutiny Committees within 5 working
days of the date of publication of the decision. Where this happens
the decision is suspended until the Scrutiny Committee has met to
consider the decision. If you wish to check whether a decision has
been called in, you should refer to the Weekly
digest of decisions.
Reports containing information regarding a person,
or information of a commercially sensitive nature will be treated
as a confidential. You will not be able to see
any of this type of report which have been deemed confidential within
categories contained in Schedule 12A to the Local Government Act
1972. An attempt to read a confidential item will result
in the display of an error message.
Some reports will include images such as maps and photographs
that may be relatively large in computer storage size and therefore,
could take a while to download.
Maps supplied by the Ordnance Survey are published
under their conditions for 'Business Use Publishing'.
