The strategy has been developed by a coalition of agencies, operating as a sub-group of the Health Partnership Board, to focus direction on alcohol and to bring together in one document all the issues that need to be addressed to successfully tackle the misuse of alcohol.

An underlying principle and key message of the strategy is that the most effective way to minimise the specific harms associated with alcohol is through partnership between government, local authorities, police, industry and the public.

The strategy advocates the use of a public health approach to partnership working, to balance resources and interventions between prevention, risk reduction and treatment.

The strategy has identified 3 key aims:

  1. Raise awareness of the harms associated with alcohol misuse
  2. Improve health promotion communication and information
  3. Reduce the negative impact that alcohol misuse has on the community and in our town centres

These aims will be addressed through 4 objectives and related actions.

  • To promote and encourage responsible attitudes to drinking.
  • To protect communities from the effects of alcohol related criminal and anti-social behaviour.
  • To provide treatment and support to dependent and harmful drinkers.
  • To protect children and young people from alcohol harm and to raise their awareness of the risks.

Formulation of this strategy has followed an 8 step process recommended by the London Drug and Alcohol Network and Alcohol Concern and has involved widespread consultation with professionals in the field of alcohol misuse through conferences, workshops and forums.

To support the introduction of the strategy an Implementation Plan has been developed that involves local partners in delivery. This plan will be reviewed and updated annually.
