Westwood College Consultation
The proposal is to close Westwood College, The Green, Welling on 31 August
2008 so that it can be replaced by the Harris Westwood Academy from 1 September

Bexley Children and Young People's Trust Commissioning Strategy 2006 - 2009
This commissioning strategy was published in June 2007. It establishes a direction
and framework that will translate Bexley’s Children and Young People’s
Plan into a reality by ensuring that services for children and young people
provide value for money and are cost-effective. It considers the totality of
local services for children and young people and proposes an annual cycle of
self-evaluation and continuous improvement.
Commissioning represents a fundamentally different way in which services
can be provided, improved outcomes specified, and quality reviewed as an intrinsic
part of the process. Such a process will involve undertaking a comprehensive
review of existing service provision and will result in the re-configuration
of services, and changes to how we deliver services. The process will also
inevitably lead to some services being stopped (de-commissioning). An example
of this includes the provision of out of borough school placements for children
with additional needs. A proposal is currently being drafted which will set
out how specialist provision will be developed and delivered across Bexley
schools. Only those children with the most severe and complex needs may require
out of borough placements in the future.
In developing this strategy we have taken account of and reviewed DfES reference
materials on joint planning and commissioning and developed models from them.

SEN Specialist Provision
Following the public consultation exercise last year, the Cabinet
Member for Children's Services made the decision in November to proceed with
the establishment of specialist places for children and young people with special
educational needs at 10 schools in the borough. The report on the outcome of
the consultation and the details of the proposal for each school can be found here.
Integrated Youth Strategy
The response to the Integrated Youth Strategy consultation
was substantial with 257 responses. 87% of these
confirmed the proposed strategic priorities were the right ones. You can read

It sets out how services for 11-19 year olds will work together to meet their needs.
SEN Specialist Provision Consultation

The Council is proposing to create new specialist places in schools for children
with Autistic Spectrum Disorders, Hearing Impairments and Severe Learning Difficulties,
and would like to hear your views.
There would be 102 new specialist places in 11 primary and secondary schools.
Parents and carers would have more options and improved support for children
with special educational needs.

Secondary Selection Tests
This consultation has now closed and these pages are provided for information
only.
London Borough of Bexley thinks that parents and carers should know the results of selection
tests before they have to make secondary school preferences for their children.
In order for this to happen, we are proposing to hold the tests in September
and reduce the number of tests from four to two.

The Youth Strategy Group has identified five strategic priorities to be taken forward over the next three years and is consulting with children and young people, and other agencies delivering services to them, that the priorities are the right ones. There is a period of consultation running from 18 June to 17 August 2007, to enable young people, and service providers to give their views on the draft strategy.

Adopted Strategies
"Change for Children" - Bexley's Adopted Children and Young People's Plan 2006-2009
This Plan identifies children and young people in Bexley where outcomes need to be improved and how and when this improvement will be achieved. It sets out a set of priorities for change for the next three years together with priorities and actions for 2006/07, as wells as the timetable for establishing various elements of the Children's Trust for the area.
This Framework details how the
Council will fulfil its responsibilities in its partnership with schools to ensure school improvement and promote high standards of achievement. The Framework has been constructed within the context of the Government's proposals for a 'New
Relationship with Schools', and as the Government's proposals become finalised it will likely be adapted accordingly.
"Improving
Access to Resources" - Better support for children and young people with special or additional educational needs.
"Improving Access to Resources" sets out how the Local Authority
proposes to work with schools and other partners to provide more effectively
for the wider population of children with Additional Educational Needs, as well
as those with Special Educational Needs, in mainstream schools. The proposals
do not include children already within the special school sector or those with
severe and complex needs, for whom further work is being undertaken on improving
our provision for these groups.
This strategy represents the shared thinking of the Bexley learning community
following widespread consultation in 2005. It sets out an approach to supporting
schools in resolving behaviour issues that they cannot resolve on their own,
recognizing the need to adopt a collaborative, coherent and cohesive approach
to addressing the diverse needs of young people. It reflects Bexley's commitment
to putting children and young people at the heart of our work, including our
determination to meet the needs of those whom we find challenging in different ways.
The Council has devised a strategy for providing support and guidance for
schools and other educational settings, including youth centres and nurseries
in Bexley, on combating racism. At the same time, the Council revised its guidelines
for schools on good practice regarding racial incidents and equal opportunities
in general. These provide practical help in ensuring policies are translated
into practice, with tangible and visible results. The guidelines include a model
school policy in a downloadable Word format; procedures for dealing with racist
incidents; methods of recording and reporting incidents; training; and a list
of useful contacts.
