Local (Transport) Implementation Plan
This document presents the Council's first Local Implementation Plan (LIP)
for the period: 2005/06 to 2010/11. This is a statutory document required to
be prepared by each London borough under the Greater London Authority Act 1999.
Its purpose is to put forward the policy context and proposals of the borough
for the implementation of the Mayor of London's Transport Strategy (MTS) in
its area. In essence, it is a five-year plan for the improvement, enhancement
and maintenance of a sustainable transport system in the Borough.
Consisting of 12 chapters and several appendices, the LIP sets out the Council's
transport policies and a costed programme of transport schemes to achieve the
Mayor and the Council's objectives. It is accompanied by a Strategic Environmental
Assessment (SEA) Statement that sets out what action has been taken by the
Borough during development of the LIP, to produce a better environmental outcome.
In February 2005 Bexely Council completed the preparation of its Consultation
Draft LIP and submitted it to Transport for London (TfL). A period of extensive
consultation on this document followed, with the neighbouring boroughs and
local authorities, Metropolitan Police, representatives of disabled people,
the local Mobility Forum, the emergency services, the Highways Agency, Network
Rail, and local residents, businesses and relevant focus groups. The Final
LIP was fully revised, taking into consideration the feedback from this consultation
and was adopted by the Council on 22 February 2006. After subsequent final
editing and printing, it was submitted to the Mayor of London on 22 March 2006,
followed by further revisions of detailed aspects, as required by TfL. The
Mayor announced his approval of Bexley's LIP on 12th January 2007.
The approved document has now been printed and may be bought by placing an
order with the Transport & Traffic Services Division, Wyncham House, 207
Longlands Road, Sidcup, Kent DA 15 7JH (£55 including postage or £50
if collected). Hard copies of the Council's LIP can be seen for reference in
the Borough’s six main local libraries.
Downloads
The LIP is a large document consisting of 584 pages and can be downloaded
chapter-by-chapter from the links below. It has not been possible to provide
the LIP online as a single file.
All sections
are provided in PDF
format, however, some of these are still very large files because of
the inclusion of maps and photographs.
Three separate documents produced by the Council are related to the LIP and are summarised in Chapters 6 to 8 of the document. These are the annual Road Safety Plan (2005/06), the Parking and Enforcement Plan (December 2005) and the School Travel Plan Strategy (March 2006).
