Strategy and Development

Introduction to Consultation Brief

The Council is currently consulting with all stakeholders and partners. This section gives a general overview of the programme.

The Supporting People Programme became a live service on 1 April 2003 and is a partnership between London Borough of Bexley, Health and Probation services.

Previously a wide range of housing related and other support to vulnerable people were funded, planned and administered in a host of different ways that led to overprovision in some areas, varying levels of quality and cost with unmet needs in other key areas.

Under the Supporting People Programme the Office of the Deputy Prime Minister has brought the separate funding sources together and established a framework for better co-ordination of commissioning and service delivery in a way that will lead to:

  • A focus on meeting locally identified needs
  • Informed choice and independence
  • Improved quality and value

Funding is now by way of a Supporting People grant award from ODPM. London Borough of Bexley administers this and the Council has been awarded an administration grant that funds the Supporting People Team.

Bexley Supporting People Shadow Strategy

Bexley's Shadow Strategy was the first Supporting People strategy that set the priorities and targets from the implementation and early development of the programme. Now the programme is in its second year this strategy is being replaced by the new 5 year strategy from 1st April 2005. Please refer to the 5 year Consultation Briefing and draft strategy documents on this site.

Bexley SP Consultation Policy

The Bexley Supporting People Programme is committed to gathering information from, consulting with and informing service users and other stakeholders of all aspects of the delivery of the framework in Bexley.

Service User consultation will take a varied form, and "one size does not fit all" to ensure that the Supporting People consultation strategy ensures that methods of consultation are culturally appropriate to the communities living in Bexley.

Use of existing planning and consultation structures will be used as much as possible.

Basic Questionnaire
