Proposed Revision of Bexley Council’s Statement of Licensing Policy - Introduction of a Saturation Policy

On 14 November 2006 the Council’s Licensing Committee heard evidence
that the cumulative impact of licensed premises in three areas of the Borough,
namely Bexleyheath, Welling and Bexley Village, was undermining the licensing
objectives, in particular the promotion of crime and disorder and the prevention
of public nuisance.
The Licensing Committee were satisfied that the evidence:
- demonstrates that crime and disorder and nuisance are arising and
are caused by the customers of licensed premises located in Bexleyheath,
Welling and Bexley Village; and
- identifies the specific area from which problems
are arising and the boundaries of that area.
Given the above, the Licensing Committee decided to consult on a proposed
revision of the Council’s Statement of Licensing Policy. The revision
would introduce a saturation policy in respect of Bexleyheath, Welling and
Bexley Village.
