Car Parks
Bexley Council is committed to enhancing the safety and security
of their car parks. Improvements have been undertaken in a number
of Council car parks including Closed Circuit TV (CCTV), emergency
help points, improved lighting, security fencing, internal decoration,
layout changes and up-dated signing. This has culminated in the
Association Of Chief Police Offices and the British Parking Association
awarding the Council the prestigious Secured Car Park Award for
eight of the Council's car parks. These awards are reviewed annually
and standards must be maintained to retain the awards with annual
inspections being undertaken by the Metropolitan Police.
Operation
The Council currently operates 20 car parks across the Borough,
in all but one car park it is necessary to purchase
a pay and display ticket to use the facility, the other car park
is for Blue Badge Holders only.
The car parks have weight limits on vehicles that can use them.
The majority are 1.5 tonnes unladen weight but some have a 2.5 tonnes
limit. The limits are clearly displayed on signs at each location.
At two car parks coaches and heavy goods vehicles (HGVs) can park

Charges
Charges for parking in Council car parks
are reviewed regularly to ensure that they are appropriate to achieve
Council objectives to support shopping, economic and leisure activities.
The charges levied are designed to ensure that parking of the appropriate
type is available to meet different needs. Current parking policies
are to provide:
- Space in car parks close to town centres for shoppers
- Space in car parks further away from town centres for workers
- Space in car parks at stations for local residents who are commuters
to London or elsewhere.
Current charges apply in Council car
parks between 8:00 am to 6:00 pm Monday to Saturday inclusive except
the Bowling Centre Car Park where charges apply 24 hours. All car
parks are free on Sundays and Bank Holidays, however enforcement
of the car parks is continued outside of the charging hours to ensure
that parking continues to take place in marked bays and that there
is no abuse of the Disabled Parking Bays by motorists without Blue
Badges.
Enforcement
VINCI Park UK (formerly known as Sureway Parking Services) on behalf
of Bexley Council undertakes enforcement of the parking regulations
in Bexley including the car parks. Penalty Charge Notices (parking
tickets or 'PCN's) are issued to vehicles parked
illegally in the Council operated car parks and on the Boroughs
roads. You may receive a parking ticket for one of the following
reasons whilst being parked in a Council operated car park:
- For failure to clearly display a valid pay and display ticket
- For failure to display a valid permit
- For being parked beyond the bay markings
- For being parked in a Disabled Parking Bay without clearly displaying
a Disabled Persons Badge
- Vehicle parked exceeds maximum weight permitted in the car park
- For being parked after the expiry time of the pay and display
ticket

Pay and Display
In all Council car parks except the
Arnsberg Way Blue Badge Holders Car Park, it is necessary to purchase
a pay and display ticket. Motorists are advised:
- To ensure they have the correct change for their ticket
- That during busy periods, motorists find a marked parking bay
prior to purchasing a pay and display ticket, and
- To display the purchased ticket correctly, and clearly in the
windscreen of the vehicle
Motorists are reminded that it's their responsibility to ensure
that all the money inserted in the pay and display
machine has registered and that they have purchased the correct
amount of time that they intend to park in the car park.
A parking ticket will be issued if a vehicle is left unattended,
with no obvious signs of a pay and display ticket being purchased.
Out of Order Pay and Display Machines
If a pay and display machine is out of order, always pay at another
one, if one is available. If not then leave a note giving as much
information as possible for the parking attendant including a time
and date. A parking ticket may still be issued however the Council
will consider challenges made on the basis that equipment was faulty
at the time of issue (see What
to do if you get a Parking Ticket).
Disabled Parking
Parking in the Council's car parks is FREE to Blue Badge Holders.
Blue Badges must be displayed the whole time the vehicle is parked
in the car park. In the majority of the Council's car parks, wide
parking bays have been introduced for Blue Badge Holders, giving
more room to manoeuvre wheelchairs and to assist the disabled in
accessing their vehicles. However if all the wide bays are full,
Blue Badge Holders can park in any parking bay as long as their
Blue Badge is displayed.
Motorcycles
Parking is FREE in all of the Council's car parks for motorbikes.
In the majority of the car parks, there are exclusive motorcycle
bays, but a standard parking bay can be used where there is not.
In Avenue Road Car Park there are secured motorcycle facilities.
Coaches and Heavy Goods Vehicles
These types of vehicles can park in the Council car parks at:
Charging for these facilities exists between 5:30 pm and 8:30
am the next day, Monday to Saturday. Parking is free on Sundays
and Bank Holidays. Pay and display tickets must be purchased from
the machine and displayed. There are no washroom facilities at these
car parks.
Season Tickets
Season Tickets are available for all
the council operated car parks except for the Civic
Offices and the Arnsberg Way --> Blue Badge Holders Car Park. |
