As to Parks, Open Spaces and Recreation Grounds

BYELAWS made by The Mayor and Burgesses of the London Borough of Bexley, acting by the Council, under section 164 of the Public Health Act 1875, section 15 of the Open Spaces Act 1906 and sections 12 and 15 of the Open Spaces Act 1906 for the regulation of pleasure grounds and open spaces.

Unauthorised persons not to trample on flower beds

10.

A person shall not in the pleasure ground walk, run, stand, sit or lie upon

  1. Any grass, turf, or other place where adequate notice to keep off such grass, turf, or other place shall be placed;
    Provided that such notice shall not apply to more than one-fifth of the area of the pleasure ground;
  2. any flower bed, shrub, or plant, or any ground in course of preparation as a flower bed, or for the growth of any tree, shrub, or plant.

Model boats

11.

  1. Where any part of the lake in the pleasure ground has, by a notice conspicuously exhibited in the pleasure ground, been set apart by the Council for the operation of power-driven or radio-controlled model boats, a person shall not operate or permit any such model boats to operate in any other part of the lake.
  2. A person shall not, in any part of the lake in the pleasure ground so set apart by the Council for the operation of power-driven or radio-controlled model boats, operate such model boats:
  1. except on the days and during the hours specified in the following table:

    Saturday 9.00am to 1.00pm
    Sunday 9.00am to 1.00pm

    Provided that this byelaw shall not be deemed to prohibit the operation of such model boats during hours other than those specified in the foregoing table by a person in pursuance of an agreement with the Council.
  2. unless, subject of paragraph c below the model boat is fitted with an effectual silencer or similar device.
  3. paragraph b above shall not have effect in relation to a model boat to which the fitting of a silencer or similar device is not reasonably practicable.

In this byelaw the expression "power-driven model boat" means any model boat driven by steam, the combustion of petrol vapour or other combustible substances, or electricity and the expression "radio-controlled model boat" means any model boat controlled by a radio signal from a wireless transmitter or similar device.

Wading and bathing

12.

A person shall not in the pleasure ground

  1. bathe, wade, paddle or wash, in any ornamental lake, pond, stream or other water;
    Provided that this prohibition shall not be deemed to prohibit bathing, paddling or wading where the Council set aside any lake, pond, stream or other water for the purpose of bathing or wading as may be indicated in a notice or notices affixed or set up in some conspicuous position near thereto;
  2. without reasonable excuse foul or pollute any such water;
  3. intentionally break or damage any ice on any such water or go or attempt to go upon any such ice;

Disturbing animals

 
  1. without lawful excuse or authority in the ground kill, molest or intentionally disturb any animal, bird or fish or engage in hunting, shooting or fishing or the setting of traps or nets or the laying of snares;

Launching of boats

 
  1. launch any craft, boat or floating apparatus of any description where the Council indicate by a notice conspicuously exhibited by any water on the land that the launching of any craft, boat or floating apparatus of any description is prohibited;
  2. place on any ornamental lake, pond, stream or other water any boat except in pursuance of an agreement with the Council.
