Areas of Special Control of Advertisements are defined due to
their scenic, historical, architectural or cultural features being
considered so significant by the local planning authority that a
stricter degree of advertisement control is justified in order to
conserve visual amenity within the defined area. Their designations
have to be approved by the Secretary of State.
Only three types of advertisement are permitted in such Areas:
public notices; advertisements inside a building; and advertisements
for which there is deemed consent. The Town and Country Planning
(Control of Advertisements) Regulations 1992 provide more details.
The Council may sometimes give consent to four other types of advertisement
in these areas, these being: notices about local events or activities;
advance signs or direction signs reasonably required to direct people
to the place identified on the sign; advertisements required for
public safety reasons; and an advertisement in any of the deemed
consent classes if it is considered reasonable for the normal limits
applicable to that class to be exceeded.
