Organisational context

An opportunity has arisen within NHS South East London Clinical Commissioning Group (SELCCG) for a Partnership Manager within the Bexley Place Based Team of SELCCG.

Bexley is facing significant challenges across the health and social care system which are difficult to solve because of incomplete, contradictory and changing requirements that are multifactorial and highly complex. These issues go beyond the ability of one single organisation to resolve and require significant system-wide redesign, mindset and behaviour change to create the necessary impact.

The Bexleycare Partnership is a vehicle for Bexley’s Health and Care Partners to provide system oversight and delivery of Bexley strategy. Members of the Bexleycare Partnership work collaboratively to develop and deliver health and care across the whole system and to recommend key decisions to the Health & Well-being Board.

The postholder will be expected to work confidently and collaboratively within high levels of uncertainty and ambiguity and will have significant experience of partnership working with local authority, wider NHS partners and the voluntary sector.

As the successful candidate you will have experience of designing and leading multi-agency meetings and events and excellent communication, stakeholder management skills and OD skills and experience. You will also have strong programme management experience in commissioning and experience of supporting and leading transformation of services, including the development of models of care.

Whilst this post is offered on a substantive basis, we will consider applicants seeking a secondment for a minimum of 12 months.

BexleyCo - Development Manager

The London Borough of Bexley has a proud history at the heart of the capital’s evolution and gateway to Kent. With London’s growth moving outwards, the borough is entering an exciting new period and the Council has published ambitious plans to harness the benefits of good growth for existing and new residents and businesses. This includes regeneration, primarily along the River Thames, to create 31,000 homes and 17,500 jobs with new infrastructure including an extended Elizabeth Line from Abbey Wood to Ebbs fleet. The area has the potential to be an exemplar, 21st century suburb.

London's economy continues to grow, with much of that growth now moving outwards, especially to the east of the capital. The London Borough of Bexley is seeking to capture and manage that growth and the opportunities it creates. The implementation of the Council’s Growth Strategy will be core activities for BexleyCo over coming years, in particular regeneration along Bexley’s Riverside supported by new infrastructure.

BexleyCo is a local delivery vehicle formed by the London Borough of Bexley.

BexleyCo’s primary objective is to support the Council in delivering its Growth Strategy, making a difference to Bexley as a place as well as acting commercially to generate additional revenue streams.

The Business plan includes developing at pace an initial phase of sites to provide around 500 quality homes and further pipeline of at least 700 new homes.

BexleyCo's contribution will extend far beyond these numbers. The company will be driven by a strong ethos to deliver quality development, great design, enhanced landscape and place. It will look to support local jobs, the wider skills agenda and will actively engage with communities.

Many of our schemes are located in strategically important places such as Felixstowe Road, Abbey Wood, opposite the new Crossrail station and gateway to Peabody’s Housing Zone. Furthermore, BexleyCo will explore the development of employment sites to create new opportunities and support economic development, together with the provision of new community facilities, including education and health care.

Purpose of post

  • To manage on behalf of BexleyCo, and be responsible for, the execution and successful delivery
    of the Bexley Co Development Programme as set out in the Business Plan’s prescribed
    timescales and agreed budget.
  • To lead the appointment and management of multi-disciplinary consultant teams.
  • To manage the co-ordination of BexleyCo’s design, technical and construction representation
    on all allocated projects.
  • To assist in the development of Project Management as an essential skill set with Bexley Co Ltd.

Main Duties and Responsibilities

  1. Define BexleyCo project requirements, prepare tender documentation and advise on the appointment of consultants and contractors to achieve the best outcomes for BexleyCo.
  2. Provide robust leadership and full management of projects to support the Development Director in achieving BexleyCo ’s aims.
  3. Prepare and present reports to the BexleyCo Board and external bodies (public meetings, trust boards, external stakeholders, etc.) concerning project strategy, programmes, budgets and outputs.
  4. Where BexleyCo becomes involved in direct construction, manage the appointment and procurement of the project team. You will ensure the project structure delivers the required outputs and approve the release of staged payments to contractors and consultants. It is not expected that you will act as construction or contracts manager for any construction projects.
  5. Be fully conversant with different procurement methods and advise appropriately to achieve the best outcomes for BexleyCo

  6. Manage the resolution of complex design and technical problems to provide safe, cost efficient solutions to achieve the best outcomes for BexleyCo

  7. To be fully conversant with, and undertake all work in accordance with:

    1. BexleyCo policies and procedures and standing orders;

    2. Construction (design and management) regulations;

    3. Financial regulations, health & safety; and

    4. Work in accordance with best practice as outlined by the Association for Project Management and other external bodies, e.g. JCT, NEC, RICS, RIBA, MAPM

  8. Assist in the development of post-contract control mechanisms to ensure timely project delivery.

  9. Initiate incentivisation packages and acceleration measures and report to the BexleyCo line manager for approval

  10. Decide where emergency action is necessary, e.g. suspension of operations, or where additional specialist advice is needed

  11. Meet agreed individual and group targets identified through BexleyCo’s appraisal system

  12. Perform other appropriate duties as requested by the Development Director and/or Managing Director

  13. To ensure projects are reported monthly through a suitable project reporting tool

  14. To ensure that all staff comply with and operate in accordance with policies and procedures contained within BexleyCo’s QMS.

  15. Actively seek to implement BexleyCo ’s Occupational Health and Safety Policy in relation to the duties of the post, and at all times give due regard to the health and safety of both themselves and others when carrying out their duties

  16. Actively seek to implement BexleyCo ’s Equal Opportunity Policy and the objective to promote equality of opportunity in relation to the duties of the post

  17. To undertake any other duties that may reasonably be requested appropriate to the grade

  18. Comply with BexleyCo’s Financial Regulations and monitor and report budget outturn positions on a regular basis as required, including alerting the Line Manager and Director of any significant budget variance in a timely manner and taking appropriate corrective action.

  • Demonstrable experience of managing multi-disciplinary internal teams.
  • Experience of involvement in multi-million-pound construction projects.
  • Experience of the development process including planning consents, appraisal, viability, financing etc.
  • Experience of presenting contentious and subjective reports to stakeholders concerning project strategy, programmes, budgets and outputs.
  • Experience of negotiating with outside agencies, including solicitors, contractors and multi-disciplinary consultants and other stakeholders on project strategy, programmes, budgets and outputs.

Evergreen volunteers

Befriending service

Spend one to two hours each week visiting a lonely or isolated older person, someone who is bereaved or someone who is housebound.

Information team

Do you enjoy chatting with people? Do you have a passion for elderly people who are lonely and isolated? We are seeking people to support Evergreen by providing help once a month for two hours promoting our services at Libraries in the Borough of Bexley (you will not be asked to undertake this role alone).

Service Review Officer

Spend time visiting clients in their own home to carry out a review of the service they are receiving (either befriending or home support).

You will attend a review meeting every six to eight weeks, meeting other review officers and the befriending lead.
