Various Roads in the London Borough of Bexley - Closures and Associated Restrictions for Street Parties for the Kings Coronation - Notice of making

  1. The London Borough of Bexley, being the Traffic Authority for the above mentioned road, in exercise of powers conferred by section 16(A) of the Road Traffic Regulation Act 1984, HEREBY GIVE NOTICE that an order has been made, to enable street parties to celebrate the Kings Coronation, they intend to make an Order the effects of which will be the introduction of road closures, parking restrictions and prohibitions of vehicle movement except for access as set out in the Schedule to the Order.
  2. The Order will come into effect on 6 May 2023, the measures apply to different roads on different days from 6 May to 8 May2023 inclusive – each road is affected for one day only. Full details are set out in the Schedule to the Order
  3. Details of alternative routes (where applicable) whilst the street parties are in progress are set out in the Schedule to the Order.
  4. Nothing in this Notice will apply to anything done with the permission or at the direction of a police constable in uniform or traffic warden, to emergency service vehicles, or to vehicles being used in connection with the works.
  5. The restrictions described above will apply only during such times and to such extent as shall be indicated by traffic signs as prescribed by the Traffic Signs Regulations and General Directions 2016.

Bexley Local Plan Adoption Statement Planning and Compulsory Purchase Act 2004 (‘the 2004 Act’) (as amended)

In accordance with the Regulations outlined above, notice is hereby given that London Borough of Bexley (‘the Council’) formally adopted the Bexley Local Plan on 26 April 2023.

The Bexley Local Plan replaces in full the Bexley Core Strategy and remaining extant policies of the Bexley Unitary Development Plan (UDP) and UDP Proposals Map.  A new Policies Map has been issued that illustrates geographically the application of the policies in the adopted Local Plan.  

The Bexley Local Plan provides a framework to guide future development in the borough to 2038.  It sets out a spatial strategy, strategic and non-strategic policies for managing development and infrastructure to meet the environmental, social and economic opportunities and challenges facing the area, and includes site allocations for residential and residential-led mixed-use development.  

The Bexley Local Plan and the Mayor’s London Plan form the Development Plan for the borough. When determining an application for planning permission the decision must be taken in accordance with Bexley Local Plan policies and London Plan policies unless there are material considerations that indicate otherwise.

The Bexley Local Plan was the subject of an independent examination by Inspector M Rivett BA (Hons) MSc MRTPI, assisted by Inspector D J Board BSc (Hons) MA MRTPI, the Planning Inspectors appointed by the Secretary of State for Levelling Up, Housing and Communities.  The Inspectors’ Report on the Examination of the Bexley Local Plan, issued on 28 February 2023, concluded that, with the recommended main modifications set out in the Annex to the Report, the Bexley Local Plan satisfies the requirements referred to in Section 20(5)(a) of the 2004 Act and is sound.

The Bexley Local Plan incorporates all of the main modifications as recommended by the Inspectors.  A schedule of the main modifications is available to view. In addition, additional modifications have been incorporated into the Bexley Local Plan that do not materially affect the polices in the Plan that are technical, factual, grammatical and typographical corrections or that provide clarification. A schedule of the additional modifications is available to view.

The Bexley Local Plan and Policies Map, this Adoption Statement and the Sustainability Appraisal Report have been made available for inspection on the Council’s website.

Paper copies of these documents are available for inspection at the Civic Offices, 2 Watling Street, Bexleyheath, DA6 7AT, during normal opening hours, which are between 9am and 5pm Monday to Friday.  Paper copies of these documents will be made available as soon as reasonably practicable at all Bexley libraries during their normal opening hours, of which information can be found online.

In accordance with Section 113 of the 2004 Act, any person aggrieved by the Bexley Local Plan may make an application to the High Court on the ground that:

  • (i) the document is not within the appropriate power;
  • (ii) a procedural requirement has not been complied with

Any such application must be made no later than the end of the period of six weeks beginning with the day after the date on which the Bexley Local Plan was adopted.

A copy of this Local Plan Adoption Statement has been sent to the Secretary of State for Levelling Up, Housing and Communities.

The Bexley (New Eltham Station) (Parking Places) (Amendment No. XX) Traffic Order 2023

  1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Bexley propose to make the above titled Traffic Order under Sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended as amended by Section 8 of and Part 1 of Schedule 5 to the Local Government Act 1985.
  2. The general effect of the above-mentioned Amendment Orders would be to amend the Bexley (New Eltham Station) (Parking Places) Traffic Order 2018:
    • a) Remove the existing Resident Permit Parking Bay in front of No. 8 Ermington Road, New Eltham which currently operates between 9.30am and 11.00am, Monday to Friday
    • b) The parking bay which currently operates between 9.30am and 11.00am, Monday to Friday will be replaced with a single yellow line restriction of ’9.30am and 11.00am Monday to Friday’
    • c) There is a loss of a single parking place
  3. Copies of the proposed Order, the corresponding Parent Order (and the Orders that have amended that Order); the Council’s Statement of Reasons for proposing to make the Order and plans which indicate the length of roads to which the Order relates can be inspected during normal office hours on Mondays to Fridays inclusive, at the Contact Centre, 2 Watling Street, Bexleyheath, Kent DA6 7AT.

      NOTE: The above Traffic Management Orders are proposed to manage parking demands and traffic movement adjacent to revised public realm arrangements at this riverside area. Corbylands Road, Sidcup - Notice of Intention

  1. The London Borough of Bexley, being the Traffic Authority for the above-mentioned road, in exercise of powers conferred by section 14(1) of the Road Traffic Regulation Act 1984, HEREBY GIVE NOTICE that, to enable JB Riney on behalf of The London Borough of Bexley to undertake highway improvement works, they intend to make an Order the effects of which will be the introduction of:
    • Prohibition of traffic on Corbylands Road from the junction with Halfway Street and the junction with Days Lane, Sidcup
    • Waiting restriction on Corbylands Road from the junction with Halfway Street and the junction with Days Lane, Sidcup (both sides of the road)
    • Loading prohibition on Corbylands Road from the junction with Halfway Street and the junction with Days Lane, Sidcup (both sides of the road)
  2. The Order will come into effect on 15 May 2023 and is valid for a period of 18 months. However, the works are expected to be completed within 2 days.
  3. Whilst the works are in progress, an alternative route will be provided via:
    • Halfway Street, Days Lane and reverse
  4. Nothing in this Notice will apply to anything done with the permission or at the direction of a police constable in uniform or traffic warden, to emergency service vehicles, or to vehicles being used in connection with the works.
  5. The restrictions described above will apply only during such times and to such extent as shall be indicated by traffic signs as prescribed by the Traffic Signs Regulations and General Directions 2016.

Lansdowne Avenue, Bexleyheath - Notice of Intention

  1. The London Borough of Bexley, being the Traffic Authority for the above-mentioned road, in exercise of powers conferred by section 14(1) of the Road Traffic Regulation Act 1984, HEREBY GIVE NOTICE that, to enable JDT Utilities on behalf of Southern Gas Networks to undertake their Gas Mains Replacement Scheme, they intend to make an Order the effects of which will be the introduction of:
    • Prohibition of traffic on Lansdowne Avenue at the junction with Okehampton Crescent, Bexleyheath
  2. The Order will come into effect on 12 May 2023 and is valid for a period of 18 months. However, the works are expected to be completed within 2 weeks.
  3. Whilst the works are in progress, an alternative route will be provided via:
    • Okehampton Crescent, Brampton Road, Longleigh Lane, First Avenue, and reverse
  4. Nothing in this Notice will apply to anything done with the permission or at the direction of a police constable in uniform or traffic warden, to emergency service vehicles, or to vehicles being used in connection with the works.
  5. The restrictions described above will apply only during such times and to such extent as shall be indicated by traffic signs as prescribed by the Traffic Signs Regulations and General Directions 2016.

(Norman Road, Belvedere) - Notice of Intention

  1. The London Borough of Bexley, being the Traffic Authority for the above-mentioned road, in exercise of powers conferred by section 14(1) and 15(2) of the Road Traffic Regulation Act 1984, are satisfied that the execution of these works will take longer than the standard 18 months length of the order and in exercise of powers conferred by section 15(2) of the same act, HEREBY GIVE NOTICE that, to enable HZI on behalf of Cory Riverside Energy, they intend to make an Order the effects of which will be the introduction of:
    • Double yellow lines from Picardy Manorway full length of the road, both sides.
    • Speed reduction from 30mph to 20mph, from Picardy Manorway, full length of the road.
    • Removal of the cycle lane from, from Picardy Manorway, full length of the road.
    • 3 uncontrolled crossings in various location, along Norman Road
  2. The Order will come into effect on 11th May 2023 and is valid for an indefinite period. However, the works are expected to be completed within 4 years. when the works are completed, this Order shall be revoked according to section 15(2) of the Road Traffic Regulation Act 1984. 
  3. Whilst the works are in progress, no alternative route will be required.
  4. Nothing in this Notice will apply to anything done with the permission or at the direction of a police constable in uniform or traffic warden, to emergency service vehicles, or to vehicles being used in connection with the works.
  5. The restrictions described above will apply only during such times and to such extent as shall be indicated by traffic signs as prescribed by the Traffic Signs Regulations and General Directions 2016.

Local Government Act 1972 Section 123 (as amended by the Local Government Planning and Land Act 1980)

Disposal of open space land

NOTICE IS HEREBY GIVEN that the Mayor and Burgesses of the London Borough of Bexley (the Council) in exercise of their powers under section 123 of the Local Government Act 1972 (as amended by the Local Government Planning and Land Act 1980) intend to grant an easement in perpetuity to London Power Networks Plc over part of Crayford Rough, being land lying to the north west of Lower Station Road, Crayford, Dartford. The easement will enable an electrical supply to be provided to the adjacent Tunnel Project Site under the control of National Grid Transmission Plc. For the purposes of section 123 of the Local Government Act 1972 the grant of an easement is classified as a disposal.

In order to minimise the impact on this open space land, the route of the easement will be restricted to the northern edge of the open space land and allow the laying of an underground cable.
