About the decisions
The Openness of Local Government Bodies Regulations 2014 requires the Council to produce a written record of decisions made by officers under delegation from the Council.
Such decisions must be retained for a period of six years and the background papers that relate to the decisions listed for a period of four years, albeit other legislation may require background papers to be retained for a longer period.

The Council has delegated some of its licensing decisions to the Deputy Director (Public Protection, Housing & Public Realm); and the decisions taken under these delegations are listed on a month by month basis in the year's listed below.
There is one list that solely relates to applications made under the Licensing Act 2003 to vary the individual designated on a Premises Licence as the premises supervisor, this list is named 'DPS'.
The officer delegation in place for such applications allows for the grant of the application where no objections have been made. Should the police lodge objection the application it is referred to the Council's Licensing Sub Committee for determination.
The second list relates to all other licence application types and is named 'Other'.
The officer delegation in place in respect of all 'other' licence applications allows the grant of an application where no objections or representations have been, or are continuing to be, made. Where relevant objections or representations are made then the application is, with two exceptions, referred to the Council's Licensing Sub Committee for determination.
The exceptions relate to applications made under the Licensing Act 2003 for the minor variation of a premises licence and applications under the Scrap Metal Dealers Act 2013, where the officer delegation allows for the refusal of the application.
If relevant objections are lodged to an application for the minor variation of a premises licence the Council must in law refuse the application without offering the applicant the opportunity to be heard. Therefore an officer delegation is in place to refuse such applications.
With regard to applications made under the Scrap Metal Dealers Act 2013, if objections are lodged indicating that the applicant is not a suitable person to carry on business as a scrap metal dealer, which the applicant has failed to address, an officer delegation is in place that allows the application to be refused.
On 31 October 2016, the London Borough of Bexley joined the Licensing Partnership to process and issue licensing applications for Bexley Council and details of decisions made after 31 October 2016 can be provided by contacting the Licensing Partnership direct on the contact details above.
