Do I need a HMO Licence?

It is the responsibility of owners and managers to apply to the Council for an HMO licence. 

An HMO licence is required for HMOs that have all of the following:

  • three or more storeys (including basements, loft conversions and business premises)
  • five or more persons who comprise two or more households
  • a shared basic amenity such as a bathroom, toilet or kitchen
