Cost of Care Exercises and Market Sustainability
The Council completed two cost-of-care exercises in February 2023, covering the Care Home and Home Care markets, and published a Market Sustainability Plan in March 2023.
These documents were submitted to the Department of Health and Social Care and are available below. The Council’s Market Position Statement 2023 to 2028 has also been published:

Market Sustainability and Improvement Fund
The Market Sustainability and Improvement Fund (MSIF) plays a key role in supporting the London Borough of Bexley to strengthen adult social care services. The fund targets three main areas:
- maintaining fee uplifts originally made as part of the 2022 to 2023 Market Sustainability and Fair Cost of Care Fund
- increasing workforce capacity and retention
- reducing waiting times
The London Borough of Bexley is committed to using MSIF funding to maintain and enhance progress in these areas.
Next steps
The Council continues to work closely with care providers to improve service quality and sustainability. The outcomes of the cost-of-care exercises are not intended to replace local authority fee-setting processes or individual contract negotiations.
