The Council produces reports related to its Development Plan that are required by legislation.

Local Plan Monitoring Reports

The Council monitors the effectiveness of its local plan policies and publishes reports that cover a 12-month period.  These reports also help the Government and the Mayor of London assess how successfully Bexley's policies support national and regional planning policies.

A monitoring report for the Bexley Local Plan 2023, which reports on the first 12-month implementation period of the plan, will be published by the end of 2024.

Monitoring Bexley’s housing supply

The National Planning Policy Framework (December 2023) (NPPF) states that "local planning authorities should monitor their deliverable land supply against their housing requirement, as set out in adopted strategic policies” (para 75).  Maintaining a supply of sites for housing, along with the delivery of new homes, will be assessed as part of monitoring planning policies.  As the first monitoring report for the Bexley Local Plan 2023 will not be published until the end of 2024, the statement below sets out the Council’s housing supply position.

In addition, the NPPF has removed the requirement for local planning authorities to publish an annual five year housing land supply report if they have an up-to-date plan in place that sets out at least a five year supply of specific, deliverable sites at the time that it is examined (para 76).  This criterion has been met through the adoption of the Bexley Local Plan 2023.

Housing Delivery Test action plan

In the 2022 measurement (covering the period of April 2019 to April 2022), published by the Government on 19 December 2023, the Council delivered 91% of its housing requirement and, as a consequence of falling below 95%, is required to publish an Action Plan. An Action Plan was published in 2021 and after review has been found to remain relevant so is reproduced below. However, the Council is confident that it has exceeded 95% over the April 2020 to April 2023 period, and as such will not be required to publish an action plan once the 2023 measurement is published. Also, the Council has a recently adopted Local Plan that includes a housing trajectory with a five year housing supply from the period April 2022 to March 2027 that demonstrates that London Borough of Bexley is well placed to deliver against its housing requirements. The level of detail on the supply of housing in the trajectory along with up-to-date development plan policies illustrates a positive approach to delivering new homes in the borough.

If any future Housing Delivery Test measurements fall below the 95% threshold, the Council will produce an updated Action Plan.
