Localism Act 2011 List of Assets of Community Value (Community Right to Bid) Community Notice

On 8 August 2023 the London Borough of Bexley added to the List of Assets of Community Value, The Foresters Arms Public House, 322 Upper Wickham Lane Welling, DA16 3ER in response to a community nomination. (Asset reference number ACV122).

On 16 January 2026, the owner of the asset informed the London Borough of Bexley that they wish to dispose of this property.

A 6-week “interim moratorium period” has now been triggered, during which the owner cannot enter into a relevant disposal of the asset. This window of opportunity will end on 27 February 2026.

During these 6 weeks, eligible community interest groups must notify the Council if they wish to be treated as a potential bidder for the asset. To do so, they must fill out the “Request to be treated as a Potential Bidder” form, available on the Council’s website.

Please note that “eligible community interest group” means an organisation that has a local connection (that is, its activities are wholly or partly concerned with Bexley or an area in a neighbouring authority) and has one of the following structures:

  • l A charity
  • l A community interest company
  • 1 A company limited by guarantee that is non-profit distributing
  • l An industrial and provident society that is non-profit distributing

If the Council receives the “Request to be treated as a Potential Bidder” form before 27 February 2026, a longer “full moratorium period” will be triggered, during which organisations can prepare their bids to purchase the property. Once the full moratorium period ends, the owner will be free to proceed with the disposal of their asset to whomever they choose and at any price, and will be under no obligation to accept the offer of any community group.

If during the interim moratorium period, no eligible community interest groups submit this form requesting to be treated as a potential bidder, the owner will be free to dispose of their asset to whomever they choose and at any prices when this interim moratorium period ends.

The Bexley (Waiting and Loading Restriction) (Amendment No 35) Traffic Order 2026

  1. Notice is Hereby Given that the Council of the London Borough of Bexley propose to make the above mentioned Order under sections 6, and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by Section 8 of and Part 1 of Schedule 5 to the Local Government Act 1985.
  2. The general effect of the Bexley (Waiting and Loading Restriction) (Amendment No 35) Traffic Order 2026 would be:
  • To make minor changes to various scheduled definitions of lengths of waiting and loading restrictions in the Bexley (Waiting and Loading Restriction) Traffic Order 2019, without physically changing any existing markings so that the definitions of those lengths of waiting and loading restrictions in the Order schedules accurately reflect the existing markings on street and facilitate better enforcement
  1. Copies of the Order which becomes operational on 23 February 2026, (and the Orders that have amended those Orders); the Council’s Statement of Reasons for making the Ordes and maps which indicates the length of roads to which the Orders relate can be inspected during normal office hours on Mondays to Fridays inclusive, at the Contact Centre, 2 Watling Street, Bexleyheath, Kent DA6 7AT.

The London Borough of Bexley, being the Traffic Authority for the above-mentioned road, in exercise of powers conferred by section 14(1) of the Road Traffic Regulation Act 1984, Hereby Give Notice that an order has been made, to enable gas mains replacement by JDT Utilities on behalf of Southern Gas Networks the effects of which will be the introduction of:
  • Prohibition of traffic (Road Closure) in Heath Way from the junction with Colyers Lane to the junction with Barnehurst Avenue, Erith
  • Prohibition of traffic (Road Closure) in East Holme for the entire length from the junction with Heath Way, Erith

The London Borough of Bexley, being the Traffic Authority for the above-mentioned road, in exercise of powers conferred by section 14(1) of the Road Traffic Regulation Act 1984, Hereby Give Notice that, to enable MGroup Water on behalf of Thames Water to undertake their Water Mains Replacement works, they intend to make an Order the effects of which will be the introduction of:
  • Prohibition of traffic on Upper Abbey Road, Belvedere from the junction with St Augustines Road/Heron Hill to the junction with Picardy Road, Belvedere
  • Prohibition of traffic on Gertrude Road, Belvedere at the junction with Upper Abbey Road, Belvedere
  • Prohibition of traffic on Abbey Crescent, Belvedere at the junction with Upper Abbey Road, Belvedere
  • Prohibition of traffic on Coleman Road, Belvedere at the junction with Upper Abbey Road, Belvedere
  • Prohibition of traffic on Ripley Road, Belvedere at the junction with Upper Abbey Road, Belvedere
  • Removal of the no entry restriction and one way restriction allowing two-way traffic in Coleman Road, Belvedere for the duration of these works

Restrictions to be removed when not required.

  1. The Order will come into effect on 2 March 2026 and is valid for a period of 18 months. However, the works are expected to be completed within 121 days.
  2. Whilst the works are in progress alternative routes will be via:
  • Upper Abbey Road – St Augustines Road, Gilbert Road, Picardy Street, Picardy Road, and reverse
  • Upper Abbey Road – Heron Hill, Woolwich Road, Picardy Road, and reverse
  • Ripely Road –Paroma Road, Coleman Road, Gilbert Road, St Augustine’s Road, Upper Abbey Road and Vice versa
  • Coleman Road - Ripely Road –Paroma Road, Coleman Road, Gilbert Road, St Augustine’s Road, Upper Abbey Road, and reverse
  • Abbey Crescent – Kentish Road, Orchard Road, Lessness Park, Heron Hill, Upper Abbey Road, and reverse
  • Gertrude Road 1 – Ambrook Road, Lyndon Road, Picardy Road, Abbey Crescent, and reverse
  • Gertrude Road 2 – Ambrook Road, Sheridan Road, Picardy Street, Picardy Road, Abbey Crescent, and reverse
  1. Nothing in this Notice will apply to anything done with the permission or at the direction of a police constable in uniform or traffic warden, to emergency service vehicles, or to vehicles being used in connection with the works.
  2. The restrictions described above will apply only during such times and to such extent as shall be indicated by traffic signs as prescribed by the Traffic Signs Regulations and General Directions 2016.

Temporary Restriction of Pedestrians Order 2026

Green Chain Walk from Bexley Road to Stonewood Road, Erith - Notice of Making an Order

  1. The London Borough of Bexley, being the Traffic Authority for the above-mentioned footpath, in exercise of powers conferred by section 14(1) of the Road Traffic Regulation Act 1984, Hereby Give Notice that an Order has been made, to enable JB Browne Construction to undertake repairs and maintenance along Green Chain Walk, the effects of which will be to close a Green Chain Walk to pedestrian traffic between Bexley Road to Stonewood Road, Erith leading to Erith National Rail Station
  2. The Order will come into effect on 25 February 2026 and is valid for a period of 6 months. However, the works are expected to be completed within 3 months.
  3. Whilst the works are in progress, Bexley Road, Queens Road, Bexley Road, Walnut Tree Road, Bronze Age Way, Stonewood Road, and reverse will be available for pedestrians.
  4. Nothing in this Notice will apply to anything done with the permission or at the direction of a police constable in uniform, to emergency service personnel or to persons undertaking the works.
  5. The restrictions described above will apply only during such times and to such extent as shall be indicated by traffic signs as prescribed by the Traffic Signs Regulations and General Directions 2016.
