Localism Act 2011 List of Assets of Community Value (Community Right to Bid) Community Notice
On 8th August 2023 the London Borough of Bexley added to the List of Assets of Community Value, The Foresters Arms Public House, 322 Upper Wickham Lane Welling, DA16 3ER in response to a community nomination. (Asset reference number ACV122).
On 16th January 2026, the owner of the asset informed the London Borough of Bexley that they wish to dispose of this property.
A 6-week “interim moratorium period” has now been triggered, during which the owner cannot enter into a relevant disposal of the asset. This window of opportunity will end on 27th February 2026.
During these 6 weeks, eligible community interest groups must notify the Council if they wish to be treated as a potential bidder for the asset. To do so, they must fill out the “Request to be treated as a Potential Bidder” form, available at Nominate an asset.
Please note that “eligible community interest group” means an organisation that has a local connection (that is, its activities are wholly or partly concerned with Bexley or an area in a neighbouring authority) and has one of the following structures:
- charity
- community interest company
- company limited by guarantee that is non profit distributing
- industrial and provident society that is non profit distributing
If the Council receives the “Request to be treated as a Potential Bidder” form before 27th February 2026, a longer “full moratorium period” will be triggered, during which organisations can prepare their bids to purchase the property. Once the full moratorium period ends, the owner will be free to proceed with the disposal of their asset to whomever they choose and at any price, and will be under no obligation to accept the offer of any community group.
If during the interim moratorium period, no eligible community interest groups submit this form requesting to be treated as a potential bidder, the owner will be free to dispose of their asset to whomever they choose and at any prices when this interim moratorium period ends.
