Introduction to Bexley’s Local SEND Reform Delivery Plan

The Schools White Paper, Every Child Achieving and Thriving, introduced a requirement for local authorities to develop a Local SEND Reform Plan and establish an 'Experts at Hand' offer, which will provide specialist advice and support to mainstream education settings.

Bexley’s Local SEND Reform Plan was approved by the DfE on 2 October 2026, following submission in June. The plan was developed following engagement with partners across education, health, social care, as well as children and young people, parents and carers. The plan sets out Bexley’s vision for building a more inclusive 0 to 25 SEND system where children and young people with SEND receive timely, high-quality support and can thrive in their local mainstream schools, early years settings, and post-16 provision.

Bexley’s Local SEND Reform Plan focuses on:

  • strengthening capacity and capability of mainstream and specialist workforces
  • improving outcomes for children and young people
  • increasing confidence of parents/carers and stakeholders
  • supporting financial sustainability of the SEND system

The Year 1 Delivery Plan for 2026/2027 is structured around 4 key Building Blocks. Find out more about what we are trying to achieve under each of these by clicking the Building Block links.

This is a live plan that will continue to develop through feedback, consultation and co-production with our families, e.g. through our parent/carer forum Bexley Voice and our SEND youth forum ‘Time 2 Talk’, education settings, health, and other local area partners.
