The programme runs from November 2025 to March 2029. Mobilisation in 2025 to 2026 will establish the BSiL Administrative Centre and the first Family Hub by April 2026, with three further hubs opening in September 2026.

Delivery will include:

• workforce training and induction across all partners.
• estate development for hub and pop‑up sites.
• launch of evidence‑based parenting and home learning programmes.
• integration with health pathways and digital systems.
• development of joint referral pathways and shared processes.
• engagement with communities and parent/carer groups.

Sub‑projects include:

• estates and logistics.
• digital redesign (online pathways, booking systems, accessibility enhancements).
• development of the electronic registration and data capture system.
• strengthening professional forums and multi‑agency training.

Dependencies include alignment with Families First Hubs, ICB digital transformation, and ongoing partnership readiness.
