Immediate next steps include:

  • completing estate assessments and confirming hub locations.
  • finalising the digital platform decision.
  • advancing the EIA, ensuring inclusion for under‑reached residents (e.g., disabilities, language needs).
  • establishing the strategic communication plan.
  • onboarding workforce into new processes and training.
  • considering SEND Reform opportunities of co-located SEN support in Best Start Family Hubs

The plan will be reviewed at key milestones and formally refreshed annually, with ongoing adaptation based on data, evaluation, and lived experience insight.
