5. GLD Improvement Priorities
Drawing on the evidence of need and system analysis, the following priorities will drive improvements in GLD:
Priority 1: Strengthen early language, communication and home learning
Through evidence‑based interventions including Early Words Together, Early Talk Boost, and enhanced parent–child interaction sessions, with delivery targeted to high‑need wards through Best Start Family Hubs.
Priority 2: Improve parental support from pregnancy to age 2
Focusing on perinatal mental health, parent–infant relationships, infant feeding and sleep support, delivered through health visiting, midwifery and parent‑infant mental health pathways.
Priority 3: Increase access to high‑quality early education and childcare
Supporting families with admissions, funded childcare eligibility, and targeted engagement, while investing in workforce development and quality improvement across EYFS settings.
Priority 4: Build a coordinated, place‑based Family Hub model
Delivering core services in 4 Best Start Family Hubs and 12 pop‑up hubs situated in areas of highest need, ensuring equity of access to health, education and family support resources.
Priority 5: Strengthen parenting through evidence‑based programmes
Delivering Triple P, Incredible Years, and other approved interventions that demonstrate measurable impact on GLD outcomes and have strong evidence bases.
