4. System and Service Analysis

The local early years system comprises a broad partnership including the Local Authority, Bromley Healthcare, Oxleas NHS Foundation Trust, education services, and voluntary sector partners. Core services include Health Visiting, Infant Feeding Clinics, School Nursing, Early Years Education, SEND support, and Family Support services.

A system review indicates:

  • Strengths in partnership working and existing targeted early years interventions
  • Pressures in workforce capacity, particularly across health visiting, early years SEN support, and school improvement
  • Structural dependencies on SEL Integrated Care Board (ICB) and Integrated Neighbourhood Teams (INTs), requiring alignment of workforce and delivery models across three neighbourhood areas
  • Limitations arising from budget constraints and the Medium-Term Financial Strategy, potentially affecting the sustainability and scope of future services.

There are opportunities to improve integration between health, education and family support through co‑location, shared pathways, better digital systems, and stronger joint workforce development.
