7. Outcomes, Measures and Learning

The programme’s success will be measured primarily through two mandated KPIs:

  • 80% of all children achieving GLD by 2028.
  • 61.8% of children eligible for FSM achieving GLD by 2028.

Intermediate outcomes will be monitored through:

  • ASQ-3 scores.
  • communication and language assessments.
  • parenting assessments.
  • health visiting metrics.
  • service access and engagement patterns.
  • any other DfE mandated return document.

A digital data dashboard and Power BI reporting tools will support real‑time monitoring and analysis, drawing on electronic registration systems implemented across all hubs.

Learning will be gathered through family voice, practitioner feedback, data trends and evaluation of evidence‑based programmes.
